It is vital that the Government undertakes full engagement with the sector, including full consultation before enacting the regulations arising from the Bill. There is a danger that the formula-based approach outlined in the Bill could impact more widely than intended. We are deeply concerned that the proposed risk-mitigation measures in clause 74 of the Bill potentially give the Secretary of State significant powers to intervene in a local authority. We support the measures, set out in clauses 75 and 76 of the Bill, which give councils more power to charge premium council tax for long term empty and second homes as it will give councils more power to influence local housing markets.While the Government's ambition to address regional disparities between places is laudable, we remain concerned that particular communities within places will continue to experience economic and social disadvantage unless demographic disparities are also addressed as part of the levelling up agenda. Research published by the Local Government Association, A vision for urban growth and recovery, indicates that the health and economic welfare of BAME residents and young people in urban areas was put at greater risk by the coronavirus pandemic. However, we are seeking an amendment which would ensure that demographic disparities are also addressed as part of the levelling-up agenda.The LGA is supporting amendments which ensure that progress towards the missions is followed closely. This is a good first step, but they still fall short of the full breadth of what is needed to create thriving and inclusive communities. The Bill includes (Part 1, Clause 4) information on draft metrics proposed in the Levelling Up White Paper to measure progress towards the twelve missions.It is also important that councils of all sizes are engaged in the devolution process. We are pleased that the Government has proposed to speed up the process and make good on its commitment to offer all of England the opportunity to benefit from a devolution deal by 2030.
